I would like to know if basswood will make good HO scale ties. I have an abundance of it that is 20+ years old since milling and have the tooling to resaw/resize it to the correct dimensions.

Basswood should work all right. We used basswood for all the planking on my pier and had no trouble spiking into it (The 1/8" ply underneath was trouble though). If you can mill it, it should work for you.
