Assuming that only one tie in six or ten is going to be PCB and thus thin, there will always be adjacent ties which will be full height. These full-height wooden (or plastic) ties will both carry the weight and serve to hold the track in place. If you're still worried (and I wouldn't be,) a dab of white glue applied around the PCB tie will creep into the gap between it and the roadbed and support it when dry. But really, my experience suggests that's much ado about nothing. The track won't deform, it'll be held in gauge, and the floating PCB tie won't be visible once ballast is down, so my take would be to fuss over the real (as in proven by testing) trouble spots along the right of way, whatever those end up being.
You're presuming I'm using those PC Board ties in the turnouts. I'm not, or at least, in the current portion of this discussion thread.
I'm doing nothing but modular layouts, and the current method of aligning trackage from one module section to another module section is to have fitter rails involved that span the gap between sections. While this works well for one or two tracks, some section joints have upwards of 7 tracks (14 rails) over the joint. Fitter Rails get really tiresome after 4, so I want to have some type of butt joint on the rails to eliminate the need for fitter rails, but want to make sure there's a really bullet proof way to ensure the rails don't move whatsoever, and also prevent them from being moved while they snag someone's sweater. The idea of soldering a bunch of ties to the rail appeals to me in that I can have a very solid connection from rail to roadbed.
And since the PC Board ties are thinner, need to find some way to bring them up to the common 2mm height.
